again He appointed a certain day, calling it “Today,”

saying through DAVID a long time later, just it had been said earlier, “Today, if you should hear His voice, do not harden your hearts.”

Paraphrase

God’s gracious offer is obvious because God makes it available on a day that is called “Everyday,” and He explained it through THE ONE WHO IS LOVED a long time after it had been explained the first time – “On this special day, if you happen to hear His voice, make sure you don’t harden your hearts.”

1: "today"

In various places in Bible, using the word “today” in this manner meant, “the time of opportunity, or the day of opportunity.” But we know from other parts of Scripture that every day is a day of opportunity, until God’s immense patience is exhausted and the opportunity is closed. That is why I render it in the paraphrase as “everyday.”
