Where did he find the existence of a divine council? – from various religions of ancient times and the post-exilic Jewish writings that were influenced by those religions, especially the books of Enoch.

Where did he find the idea that the origin of demons was the death of the Nephilim?  –  from the book of Jubilee (a Jewish text from the post-exilic period, it shows a high degree of influence from the pagan religions of that day) and some interpretations of the books of Enoch.

Where did he find that the Nephilim were given the power to rule over the disinherited nations? – The book of Enoch does not directly say this, but in the book of Enoch, the continued negative influence of the spirits of the Nephilim among humans implies it.

Where did he find the spirits of the Nephilim cause ongoing sin and harm to human? – from the book of 1 Enoch 8. See page 108.
