Translation

However, if they have no self-control

let them marry; it is better to marry than to burn.

Paraphrase

However if they are not like me and have poor control over their sexual desires, I allow for them to get married. Even in this present situation, it is better for them get married than to burn with passion and then burn in punishment.

WHICH TYPE OF BURNING DID PAUL HAVE IN MIND?

Paul simply says “to burn.” He does not qualify it. The word was used of “burning with anger, with passion or with grief.” But first of all it means “to burn with fire, to be set on fire.” In Scripture, fire was a picture of punishment or purification. Here this one word communicates that if they burn with sexual passion and do not quench that burning in the right way they will be punished in the burning of hell. I think Paul meant both things, not just one or the other.
