When Aaron saw this he built an altar in the face of it, and he proclaimed, “Tomorrow will be a festival to YHVH (read Adonai)!”
Paraphrase
When Aaron saw the reaction of the people, he built an altar in front of the calf and declared in a loud voice, “Prepare yourselves because tomorrow we will have a sacred feast dedicated to this young bull which has taken the place of YHVH (read Adonai)!”
