Paraphrase

who has not become a high priest based on a set of laws that include regulations about human ancestry, but based on his own life which cannot be destroyed and the power that such a life brings.

This word is usually rendered “become, exist, happen, emerge, be,” but it can also mean “arise or appear.” I have used “arisen” in the translation column to make a connection with verses 14 and 15 which use a different word for “arise,” and I have used “become” in the paraphrase column in order to highlight the primary emphasis of the word.
