Translation

Which of you is the [kind of] father [who], the son will ask for a fish, and instead of a fish he will give him a snake?

Paraphrase

Oh fathers, if your son asks you for something will protect him against evil and teach him the lessons God wants him to learn, will you instead give him something unacceptable that shields him from everything good, takes him in the wrong direction and glorifies evil?

In this verse Jesus is contrasting a clean and proper source of food that had scales with an improper source of food that had scales. Both the fish and the snake have scales, but one was good, the other was evil. I the spiritual analogy that comes from this comparison, one used its scales to protect it from bad things, the other used its scales to shield it from good things.
