I will search for the one my heart loves. So I looked for him but did not find him.

I said, I will search in the place of safety, I will search all aspects of it; there I will search for the one who will fulfill all my heart’s longings. So I looked for him but I did not find him.

Cities were different from villages because they had walls. Thus, cities represented protection (among other things). When enemy armies came, the people in the villages ran to the cities (or to the hills).

I take the streets and open places of the city to mean the various parts that make up the city but do not stand out individually. The second word, meaning “open or broad,” can refer to a plaza, or a broad way.
